PLC's

Don't forget that the first Monday of every month is a Troop PLC. The PLC starts at 6:30 pm. Consult the calendar for any changes. see you at 6:30 pm in the youth center.

 

The boy leadership within the guidelines established by the Scoutmaster and the troop committee runs troop 1131.   PLC meetings occur on a monthly basis.   There may be additional PLC meetings following troop meetings as required to help the troop function.   The following elected and appointed leaders participate in the PLC meetings and are voting members:  Senior Patrol Leader, Assistant Senior Patrol Leader, Patrol Leaders, Troop Guide, Venture Patrol Leader, and Troop Guide.   The Troop Scribe attends the meeting but is not a voting member.    Decisions regarding meeting agendas, monthly campouts, and other activities are made at the PLC meetings. In the true spirit of teamwork, the boys are reminded that they represent the entire troop, not just themselves.

Each of the members of the Patrol Leaders Council has a set of common duties that is listed in among the specific duties for each member.   

These common duties include:

Ø        Set a good example.

Ø        Wear the scout uniform correctly.

Ø        Live by the Scout Oath and Law.

Ø        Show and help develop Scout spirit.

 

 

Junior Leader Eligibility/Election policy^

^Adopted by the PLC on April 4, 2005

 

Senior Patrol Leader* (SPL) - In order to be elected as SPL, a Scout must be at least First Class in rank, and a member of the Troop for one year**. He must be an active member of the Troop. He must live by the Scout Oath and Law. Must be approved by the Scoutmaster before running in an SPL election. SPL serves as the Chairman of the Patrol Leaders Council (PLC), and has the tie-breaking vote if needed.

Assistant Senior Patrol Leader* (ASPL) - Same requirements as SPL. Appointed by the SPL with approval of the Scoutmaster. ASPL sits on the PLC as a voting member.

Troop Quartermaster* (QM) - In order to be appointed as QM, a Scout must be at least First Class in rank. He must be an active member of the Troop. He must live by the Scout Oath and Law. Appointed by the SPL with approval of the Scoutmaster. QM sits on the PLC as a voting member.

Troop Scribe* - In order to be appointed as Scribe, a Scout must be at least First Class in rank. He must be an active member of the Troop. He must live by the Scout Oath and Law. Appointed by the SPL with approval of the Scoutmaster.The Scribe sits on the PLC as a voting member.

Troop Instructor* - In order to be appointed as Instructor, a Scout must be at least First Class in rank. He must be an active member of the Troop. He must live by the Scout Oath and Law. Appointed by the SPL with approval of the Scoutmaster. The Instructor sits on the PLC as a voting member.

Patrol Leader* (PL) - In order to be elected as PL, a Scout must be at least a member of the Troop for one year**. He must be an active member of the Troop. He must live by the Scout Oath and Law. Elected by his fellow patrol members with approval of the Scoutmaster. PL sits on the PLC, representing his Patrol, as a voting member.

Assistant Patrol Leader* (APL) - Same requirements as PL. Appointed by the PL with approval of the Scoutmaster. APL sits on the PLC, as a non-voting member. In the absence of his PL at a PLC, he represents his Patrol as a voting member.

Order of the Arrow Rep (O/A Rep) - fulfills position as set forth by the current edition of the Order of the Arrows’ Policy. Appointed by the Scoutmaster. O/A Rep sits on the PLC as a non-voting member.

Junior Assistant Scoutmasters (JASM) - are young men ages 16 and 17 who help the troop achieve its goals. fulfills position as set forth by the current edition of the Senior Patrol Leaders handbook. Appointed by the Scoutmaster. Serves the Troop in the same role as Assistant Scoutmasters. JASM sits on the PLC as a non-voting member.

Election vote - All elections require a simple majority of eligible votes at time of election. Eligible votes are those registered youth in attendance at time of election. Before votes are cast, each candidate has one minute to give why he is the best candidate for the job. If a simple majority is not reached from that vote, the Scout with the least votes is asked to step a side, and the process is repeated until a simple majority is reached. If only two Scouts are running for office, no one will step a side. If after 3 unsuccessful votes, the PLC will cast a vote, with a simple majorty making the descision. If after the PLC is deadlocked on the first vote, then the Scoutmaster will appoint the new SPL.

Date of Election - SPL elections will take place during the first regular Troop meeting in June. If no such meeting is available, elections will take place at the last regular troop meeting in May. PL elections will take place during the first regular Troop meeting in June. If no such meeting is available, elections will take place at the last regular meeting in May or as needed. Elections will be moved forward as necessary, as required. The Scoutmaster may decide to move the election as time allows.

Duration of SPL & ASPL Office - As an elected SPL or appointed ASPL, a Scout may not serve more than two (2) terms in either office. A single term will be no more than one year. Terms of office will start at the first regular Troop meeting of the “Scout Year***.” Terms of office end the day after the end of the following summercamp.

Duration of PL & APL Office - As an elected PL or appointed APL, a Scout may serve as many terms of office, as long as he gets re-voted/appointed in. A single term will be no more than one year. Terms of office will start at the first regular Troop meeting of the “Scout Year***.” Terms of office end the day after the end of the following summercamp.

Duration of QM, Scribe, & Instructor Office - As an appointed QM, Scribe, or Instructor, a Scout may serve as many terms of office, as long as he gets re-appointed. A single term will be no more than one year. Terms of office will start at the first regular Troop meeting of the “Scout year***.” Terms of office end the day after the end of the following summercamp.

*All Office responsibilities are set forth by the current edition of the Junior Leader Handbook.

**If a Scout does not have a year of tenure in the Troop, Scoutmaster may wave this requirement.

***Scout years runs from August to the following July.
